Last fall, crews broke ground on site preparation. The
project centrepiece, a new continuous flow sequencing batch
reactor (SBR) treatment plant, replaces the aging lagoon
system which will be refurbished and repurposed as emergency
storage for extreme wet weather, something the region
experiences occasionally due to hurricanes and other powerful
Atlantic storms. “We do have a significant amount of inflow
and infiltration on our wastewater collection system, so this
will help address high-flow events,” says Lauren MacDonnell,
who is overseeing the project as the county’s director of
engineering and planning. MacDonnell adds that the new SBR
system, a fill-and-draw activated sludge system, operates in
five steps—fill, react, settle, decant, and idle. Continuous flow
