Northeast Vaughn Water and Wastewater
$145 million

THE CLASS Environmental Assessment Study to provide additional water and
wastewater servicing capacity accommodating anticipated growth in Northeast
Vaughan up to 2051 was filed in 2019. This servicing capacity includes 155,000 persons of residential and employment within the wastewater service area and 115,000
persons of residential and employment within the water service area. In June 2020,
council authorized the Region to execute an agreement with the development
community and Block 27 Landowners Group to advance construction of Northeast
Vaughan Water and Wastewater Servicing (map Appendix B). Table 2 identifies the
current design status and planned in-service dates for the servicing solutions. •

French Creek Pollution Control Centre Expansion
and Odour Control Upgrades • $110 million

THE G.E. Booth (Lakeview) Water Resource Recovery Facility (WRRF) is the
Region of Peel’s largest wastewater treatment plant. The facility originally
went into service in 1955 and has undergone multiple expansions and
currently has a capacity of 518 MLD. The plant serves the eastern portion
of the Region of Peel and part of York Region. The plant is designed to
treat municipal wastewater from residential, commercial, and industrial
customers. It is being expanded to accommodate the construction of around
47,000 additional housing units.
Peel staff are working on the new capital works master plan, scheduled
for completion in 2025, which includes an assessment of the infrastructure
required to meet Bill 23 growth projections. As part of this planning work
staff are identifying projects that can be advanced earlier. The investment
to increase capacity at G.E. Booth is one such project, and it will increase
wastewater capacity by 40 million litres per day (MLD), at the G.E. Booth
Water Resource Recovery Facility, (WWRF). An additional 40 MLD of flow
capacity can support additional housing units of between 28,000 and 47,000,
depending on the type of development. •

REGIONAL DISTRICT OF NANAIMO
FRENCH CREEK Pollution Control Centre (FCPCC) treats wastewater from about
29,000 people and businesses. It serves the communities of: Qualicum Beach,
Parksville, French Creek, Pacific Shores, Surfside, and Barclay Crescent. FCPCC
also treats trucked waste from homes with septic systems and holding tanks.
FCPCC currently provides Secondary Treatment, which is the provincial and
federal requirement.
The RDN is developing an expansion and odour upgrade to:
• increase plant capacity by about 30 per cent and meet the service area demands
to 2040,
• improve operational efficiency and replace aging infrastructure in the existing
plant,
• incorporate extensive odour control upgrades for the existing plant,
• include odour controls for the expansion, and
• contribute to carbon neutrality by using solar panels and recovering heat from
treated effluent. •
