THIS PROJECT INCLUDES the expansion of the
plant from continued use of the extended aeration
process to the use of the Biological Nutrient
Removal Process with increased capacity.
The expansion will be executed in two phases
and will include a new headworks building
with mechanical fine screens and vortex grit
removal, BNR system for biological phosphorus
removal by means of the Anaerobic/Anoxic/Oxic
(A2O) process, secondary clarification, tertiary
membrane filtration, an ultraviolet disinfection
system and primary treatment along with sludge
management. The first phase of this project,
started in March, 2025 will primarily consist of new
construction on the east, west and south sides of
the existing plant’s structures. •

Collingwood Water Treatment Plant Expansion

THE NEW WATER TREATMENT PLANT
expansion on the shores of Georgian Bay
marks a significant milestone for the Town
of Collingwood. The project is expected
to support residential, commercial, and
industrial growth in the community for the
next 25 years or more.
Collingwood took a proactive
approach by pre-qualifying general
contractors early in the design process.
This strategy helped ensure that only
reputable and experienced contractors
would bid on the work. The prequalified
contractors participated in workshops
to discuss contract considerations and
constructability issues, providing valuable
feedback that was incorporated into the
design. The goal is a robust design that
minimizes issues, conflicts, and changes
during construction. •
