Tofino Wastewater Treatment Plant

THE DISTRICT OF TOFINO (District) currently operates two municipal wastewater
collection systems that discharge untreated wastewater into Duffin Passage. Through
the Liquid Waste Management Plan process, the District worked collaboratively with its
neighbours including Tla-o-qui-aht First Nation, Parks Canada, and the Alberni-Clayoquot
Regional District, as well as engaged with stakeholders on providing secondary treatment
of existing and future discharges from the community to meet Federal and Provincial
wastewater discharge regulations. The District was granted Transitional Authorization
under the Federal Wastewater Systems Effluent Regulations requiring that a secondary
wastewater treatment plant be put in operation no later than December 2020.
Initially using the traditional design-bid-build procurement model, the project
construction costs came in, in excess of $35 million over budget. As a result of this,
the District engaged in collaborative workshops with NAC and WSP to confirm the
technical and constructability requirements, review major components of the project
using their respective technical and professional expertise to identify substantial project
cost reductions. As a result the District worked with its partners and mitigated the
original construction price down by over $20 million allowing the project to move into
construction phase.
The redesign of the Tofino WWTP included a headworks building with two mechanical
screens and grit tray separators, an equalization tank, two IFAS reactors, two secondary
clarifiers, UV disinfection, an effluent pump station, RAS, WAS and centrate pumping
systems, two centrifuges, and administrative functions built into the mechanical building.
The District also elected to include a reclaimed water System. The Tofino WWTP and
Conveyance Project, which included the treatment plant, conveyance system updates,
and a new marine outfall completed its construction procurement process following the
collaborative redesign process and commenced construction in September 2022. •

CITY OF Abbotsford is building a new well and water-treatment system
to ensure a reliable, resilient water service for more than 165,000
people in response to growing climate-related threats. The project
includes installation of approximately 12 new wells, the construction
of a water-treatment plant and a pump station to tie into the existing
regional system to bring the new water source to the community. •
