The Program
Peel Region is transforming how
water and wastewater projects are
planned and delivered

EEL REGION is experiencing unprecedented growth, particularly in South
Caledon, driven by Ontario’s housing
targets. The existing water and wastewater
systems are not enough to support the
planned expansion, and therefore adjustments
must be made. To support the rapid expansion,
Peel Region has launched a new program.
Instead of taking the traditional project-by-project approach, Peel is turning to a
programmatic delivery model that compresses
what would normally be more than a decade of
work into just five to seven years. With capital
budgets that have more than tripled since 2022,
the Region is partnering with firms like Stantec
to deliver large-scale water and wastewater projects under an accelerated timeline.
The effort, which includes major undertakings
in South Caledon and Central Brampton, blends
program management with design and construction services. The approach allows Peel to not
only track costs, schedules, and capital needs
more effectively, but also to coordinate across
multiple stakeholders—including developers,
municipalities, and provincial agencies—while
driving innovation in project delivery. “The
program will expeditiously deliver the capital
projects needed to expand Peel Region’s water
and wastewater systems in the Caledon community to accommodate this growth,” says Alberino
Scarpato, program manager for Peel Region.
