Portage la Prairie Pollution
Control Facility • $250 million
PORTAGE LA PRAIRIE’S Water Pollution Control Facility (WPCF)
is set for a major upgrade to meet new provincial and federal
water quality standards. The project aims to reduce nutrient
levels (nitrogen and phosphorus) in the facility’s discharge to
the Assiniboine River, contributing to Manitoba’s broader e昀昀ort
to combat harmful algae blooms on Lake Winnipeg and improve
water quality across the province.
In addition to nutrient reduction, the City is prioritizing other
community and environmental bene昀椀ts, including eliminating
odour emissions, boosting local economic activity, and supporting local trades and technical expertise. The upgrade will also
address the aging infrastructure of the 25-year-old facility.
The project is funded through the Investing in Canada
Infrastructure Program, with over $61 million from the Manitoba
government, more than $60 million from the Government of
Canada, and the remaining capital and operating costs covered
by the City of Portage la Prairie. The City’s contribution will be
昀椀nanced through its selected operating partner, and negotiations
are underway with the Province of Manitoba and local industries
to ensure long-term 昀椀nancial sustainability.
The next phase involves inviting three pre-quali昀椀ed proponents—Plenary/PCL Environmental Infrastructure, Portage
Water Solutions (Sacyr/SNC Lavalin/Ledcor), and EPCOR Water
Resource Partners—to submit detailed project proposals by
mid-to-late 2024. Construction is slated to begin in 2025, with
substantial completion targeted for December 31, 2027. •

Whitby Water Supply
Plant Expansion • $200 million
THE REGIONAL Municipality of Durham is proceeding with an
expansion of the Whitby Water Supply Plant (WWSP) at 289 Water
Street. Supporting infrastructure will be added on the north side of
the road at 270 Water Street, including but not limited to an Energy
Centre, a secured sta昀昀 parking area, a shared public parking lot as
well as a construction laydown and staging area.
The expansion of the WWSP is planned to be implemented over
昀椀ve contracts:
• Contract 1, D2022-07, Whitby WSP Industrial Raw Water Pumping Station Relocation & Outfall Chamber Construction (construction started in Winter 2023)
• Contract 2, Existing WSP Filter Rehabilitation & Upgrades (construction target 2024 start)
• Contract 3, Site Preparation & Energy Centre (construction
target 2024 start)
• Contract 4, Whitby WSP Expansion (construction target 2026
start)
• Contract 5, Site & Public Realm Improvements (construction
target 2029 start). •
