Operating in a heavily regulated environment,
municipalities are often limited in their capacity
to invest financial and human resources to testing
new technologies. Second, complex procurement
processes can be hindering, especially to smaller,
emerging companies. As such, water tech start-ups
reported low success rates in collaborating with
municipal partners to deploy new solutions, and
often pivoted to other markets as a result.
Conversely, from the perspective of the municipal end-user, several obstacles may prevent their
approval and deployment of innovative solutions.
