Central Waterfront
& Connected Projects

TORONTO’S Don River and Central Waterfront
& Connected Projects is a pioneering endeavor,
poised to redefine the city’s resilience against
flooding, elevate water quality, and breathe new
life into the waterfront’s urban landscape. Spanning 25 years, this ambitious program focuses
on enhancing the water quality of the Lower Don
River, Taylor-Massey Creek, and Toronto’s Inner
Harbour through technological upgrades and
increased capacity for capturing, transporting,
and treating combined sewer overflows.
Comprising a series of interrelated projects,
each tailored to address specific issues while
contributing to the overall vision, the program
kicked off in 2018 and is set to conclude by 2038.
Key projects include the Don River and Central
Waterfront Wet Weather Flow System, the
Ashbridges Bay Treatment Plant upgrades, and
various infrastructure improvements. As of September 2022, the initiative has already marked

significant milestones, with the Coxwell Bypass
Tunnel and ABTP Outfall projects nearing completion and other undertakings at the Ashbridges
Bay Treatment Plant advancing steadily.
Central to this plan is the naturalization of
the Don River’s mouth, which will establish an
environmentally friendly flood barrier and reduce
flood risks in the Port Lands area. Other noteworthy projects entail constructing new stormwater
management facilities to protect water quality
by minimizing combined sewer overflows. The
initiative aims to rejuvenate the central waterfront
area by enhancing public spaces, creating parks,
and fostering vibrant mixed-use neighborhoods.
Together, the Don River and Central Waterfront
& Connected Projects embody a comprehensive
approach to urban planning that harmonizes flood
protection, water quality improvement, and sustainable development, ultimately forging a more
resilient and livable city for generations to come. •

North End Sewage
Treatment Upgrades
$1.854 billion
WINNIPEG is taking a decisive step toward
environmental sustainability with the North End
Sewage Treatment Upgrades, a comprehensive
project aimed at enhancing the city’s wastewater
management capabilities. In February 2019,
Winnipeg City Council approved the division of
the overall project into three separate capital
ventures: North End Sewage Treatment Plant
Upgrades-Power Supply & Headworks Facilities,
North End Sewage Treatment Plant Upgrades-Biosolids Facilities, and North End Sewage
Treatment Plant Upgrades-Nutrient Removal
Facilities.
