lakes, they could become the dominant Great Lakes
fish species within 20 years. Since the release of
that report, Ontario and all Great Lakes states have
made it illegal to possess, buy or sell live Invasive
Carp, significantly reducing the risk of introduction
by human activity. However, the risk of spread
through waterways remains a major concern. All
established populations and potential pathways are
located within the U.S., the most significant being
the Chicago Waterway System, which artificially
connects the Mississippi and Great Lakes basins.
To discourage Invasive Carp migration into the
Great Lakes, the U.S. Army Corps of Engineers
has operated an electronic barrier in the Chicago
Sanitary and Ship Canal since 2002. Concerns
about its effectiveness led to the Great Lakes and
Mississippi River Basin Study, completed in 2018.
It recommended construction of a multi-barrier
system, consisting of an engineered channel,
flushing lock, electronic barrier, bubble curtain
and acoustic deterrent. Construction began in
2024 and will take six to eight years to complete,
costing US$1.15 billion. Based on this assessment,
the Invasive Carp challenge in the U.S. is orders of
magnitude greater than that in Canada.
So, according to the Progress Report of the Parties,
is Canada matching the U.S.’s pace of activity to
restore the Great Lakes? The answer is no. Is Canada spending the same amount as the U.S. on Great
Lakes restoration and protection. Again, no. However, when the magnitude of the challenges in each
country is considered—relative to the three greatest
current threats to Great Lakes water quality and
ecosystem health—is Canada pulling its weight? The
answer is yes. Canada is doing its part. Moreover,
as the Progress Report of the Parties demonstrates,
progress is being made in both countries, and the restoration and protection of the Great Lakes continues
to stand as a model of Canada-U.S. cooperation and
collaboration.
