THE UPGRADE of the Barrie
Wastewater Treatment Facility
includes advanced nutrient removal
solution for existing plant; plan for
the expansion to 96 Megalitres per
day; development of a Peak Flow
Attenuation Facility; expansion of
the digester capacity; creation of a
new Hydro Substation; and additional
critical plant upgrades. •
DRINKING WATER
PORTAGE LA PRAIRIE’S Water
Pollution Control Facility (WPCF)
is set for a major upgrade to meet
new provincial and federal water
quality standards. The project aims to
reduce nutrient levels (nitrogen and
phosphorus) in the facility’s discharge
to the Assiniboine River, contributing
to Manitoba’s broader effort to
combat harmful algae blooms on Lake
Winnipeg and improve water quality
across the province.
In 2026, the city will select the
team to design, build and finance the
upgrades, and to operate and maintain
the facility from the three prequalified proponents: Plenary/PCL
Environmental Infrastructure; Portage
Water Solutions (Sacyr/SNC Lavalin/
Ledcor); and EPCOR Water Resource
Partners. •
