Whitby Water Supply Plant Expansion
$200,000,000
THE REGIONAL MUNICIPALITY of Durham is
proceeding with an expansion of the Whitby Water
Supply Plant (WWSP). Supporting infrastructure
will be added, including but not limited to an Energy
Centre, a secured staff parking area, a shared public
parking lot as well as a construction laydown and
staging area. The expansion of the WWSP is planned
to be implemented over five contracts: Contract 1
(Whitby WSP Industrial Raw Water Pumping Station
Relocation & Outfall Chamber Construction);
Contract 2 (Existing WSP Filter Rehabilitation &
Upgrades ); Contract 3 (Site Preparation & Energy
Centre ); Contract 4 (Whitby WSP Expansion);
Contract 5 (Site & Public Realm Improvements). •

Northeast Vaughan Water and
Wastewater Servicing Project • $145,000,000
IN JUNE 2020, council authorized the Region to execute
an agreement with the development community and
Block 27 Landowners Group to advance construction
of Northeast Vaughan Water and Wastewater Servicing
to provide additional water and wastewater servicing
capacity accommodating anticipated growth in
Northeast Vaughan up to 2051 was filed in 2019.
This servicing capacity includes 155,000 persons of
residential and employment within the wastewater
service area and 115,000 persons of residential and
employment within the water service area.
Phase One began in 2025 and includes the building of
two new water pumping stations, a new elevated water
tank, a new 3.2-kilometre watermain and installing new
fibre optic cable conduits. A new sewer is also being
constructed in the Keele Street and Langstaff Road area. •

Carleton Place Water and Wastewater Treatment
Plant Expansion • $145,000,000
THE TOWN HAS launched expansions at both its water
treatment plant and wastewater treatment plants.
The wastewater treatment plant will see average-day
capacity rise from 7.9 million litres per day (MLD)
to 10.6 MLD, with peak capacity increasing from 22
MLD to 42.5 MLD. The facility will be converted from
conventional treatment to a membrane bioreactor
system. Upgrades at the water treatment plant will
increase capacity from 12 MLD to 19.5 MLD. The
expansion has been designed to fit within the existing
urban site while improving access for operators. •
