Mapleton Wastewater Capacity Upgrades

IN EARLY 2024, the Township partnered with Graham Capital, an expert in
“project financing and alternative delivery models”. Graham identified an
opportunity for Mapleton to establish an MSC to a long-term sustainable
financing structure that preserves municipal borrowing capacity while
advancing essential infrastructure projects.
Northern Maple Utilities Inc. was officially established as an MSC in
the spring of 2025. This new entity will be responsible for the ongoing

The water and wastewater upgrades needed include:
• Upgrades to the Mapleton Wastewater Pollution Control Plant (WPCP);
• Upgrades to Drayton and Moorefield Sewage Pumping Stations;
• Improvements to water and wastewater distribution systems; and
• Construction of new water and wastewater pumping stations. •

Mission Hill Water Treatment Plant

KALAMALKA LAKE, the water source treated by the Mission Hill WTP,
has previously been susceptible to water quality issues caused by
turbidity events and seasonal algae, which are expected to increase
with climate change. The project consists of a new water filtration
system, a new building for labs and control rooms, and upgrades to
waste stream handling, related piping and equipment, and control
systems, which will lead to enhanced operations, reduced water
quality risks, and improved redundancy in the system. •
